Merkezi Kayit Kurulusu A.S. (MKK) was established on 26 September 2001 as a legal entity under the provision of the Turkish Capital Market Law (TCML) no 4487 - Articles on Dematerialisation of Capital Market Instruments (Art. 10/A, Interim Provision 6 & 7) and other relevant decrees.

The Turkish Capital Markets Law no 6362, which was enacted on 6 December 2012, designates MKK as the only central securities depository in Turkey for dematerialised capital market instruments.

MKK is also a securities settlement system operator as per the Law on Payment and Security Settlement Systems, Payment Services and Electronic Money Institutions enacted on 27 June 2013.

Murat TURGUT, CEO and Board Member of MKK

Dr. Murat TURGUT was born in Konya, Turkey in 1971. He began his career in 1995 at Ziraat Bank as assistant inspector and worked in the financial sector, holding executive roles at Meksa Securities and Ziraat Portfolio Management until 2006. He moved into the technology sector in 2007 to work at the Turkish internet services provider TTNET A.Ş. where he held positions of Director of Treasury and Customer Engagement Director until 2011. He went on working for the parent company of TTNET, Turk Telekom Group to become the Director responsible for the management of Residential Customers Face-to-Face Channel. In 2013, Dr. TURGUT returned to the financial sector as the Treasury Group Manager of the Savings Deposit Insurance Fund of Turkey. During the same year, Dr. TURGUT started giving lectures as an assistant professor at Nisantasi University, Istanbul. Before being appointed as the CEO and Board Member of MKK he was a consultant to the CEO of the Turkish Radio and Television Corporation (TRT) where he contributed to formation of new business strategies for the national public broadcaster.

Dr. TURGUT holds his Bachelor’s Degree from Department of Public Administration, Ankara University (1994), and Master’s Degree on “Capital Markets and Stock Exchange” from Marmara University (2003). Dr. TURGUT received his Ph.D. degree in Finance and Banking from Kadir Has University (2010).

  • Central securities depository, registrar and financial account opening center for the Turkish capital markets.
  • Securities settlement system operator and securities settlement agent for FOP and DVP settlements.
  • Designated R&D center for development of technology intense post trade and corporate governance solutions to financial markets.
  • Issuer services such as issuance, shareholder identification, financial and managerial corporate actions operations.
  • Operator of the Electronic General Meeting System (e-GEM) for all listed companies in Turkey. Furthermore, a global service provider for the implementation of e-GEM in other capital markets in the world.
  • Operator of the Public Disclosure Platform (PDP), the central information platform for all listed companies in Turkey.
  • Information services through e-MKK Information Portal platforms such as e-GOVERNANCE: Corporate Governance and Investor Relations, e-COMPANY: Companies Information Portal and e-DATA: Capital Markets Data Bank.
  • Electronic registry center for electronic warehouse receipts on agricultural products.
  • Data and reporting center for participants, investors, government agencies, data vendors, rating agencies and other parties.
