The Central Securities Depository participates in the development of the global financial market

On October 12, 2021, the Republican Central Securities Depository signed an agreement on joining the project of the Association of National Numbering Agencies (ANNA) and the Global Legal Entity Identifier Foundation (GLEIF) to link International Securities identification Numbers (ISINs) and Legal Entity Identifiers (LEIs).

The goal of the joint initiative of the two international organizations is to improve the transparency of the financial market for all categories of investors, both in terms of issuance of securities and the issuers of these securities. The project involves the formation of a unified electronic mapping database of ISINs and LEIs with the help of those ANNA and GLEIF members who have joined it, and the disclosure of these data through the infrastructure of the project initiators. The ISIN-to-LEI mapping table is freely available without restriction on both the GLEIF and ANNA websites.

Within the Eurasian Economic Union, the Belarusian Central Securities Depository became the first National Numbering Agency (NNA), a member of ANNA, to join the initiative. As of October 1, 2021, 23 NNAs have opted into the ISIN to LEI mapping project.

The ANNA and GLEIF initiative has received recognition and support from the global financial community and such financial regulators as the International Organization for Standardization (ISO), Financial Stability Board (FSB), European Securities and Markets Authority (ESMA), European Central Bank (ECB), UK Financial Conduct Authority (FCA).

By enhancing the transparency in the financial market, the participants of this joint initiative contribute to minimizing the risks of investing in securities on a global scale and to increasing the security of cross-border trade in financial services and instruments, as well as to improving the mechanisms for preventing money laundering or financing terrorism. They make the identification of legal entities and securities more informative, efficient and complete as well.

Andrey Aksyonov, Director, Central Securities Depository of Belarus, said: “By joining the ANNA and GLEIF initiative the Central Securities Depository will help increase its authority as an infrastructure organization of the financial market, promote the integration of the Republic of Belarus into the international financial system”.


For reference. The membership of ANNA are more than 100 National Numbering Agencies (NNA), which assign international identification codes to securities. The ISIN is a unique 12-character alphanumeric code used to unambiguously identify the issuer's financial instruments, which are united by common features.

The Central Securities Depository of the Republic of Belarus, a full member of ANNA, acts as the National Numbering Agency in the Republic of Belarus, and is authorized to assign internationalISIN, CFI and FISN identifiersto issues of securities of Belarusian issuers.

GLEIF is an international organization established by the Financial Stability Board. It is responsible for assigning LEIs with the aim to ensure transparency in financial markets. The LEI is a unique 20-character alphanumeric code used to identify legal entities involved in financial transactions.

The Financial Stability Board (FSB) is an international organization created by the G20 countries. It comprises the representatives of the Bank for International Settlements (BIS), the International Monetary Fund (IMF), the World Bank, the Committee on Payments and Market Infrastructures (CPMI), the International Organization for Securities Commissions (IOSCO). The Financial Stability Council monitors and makes recommendations for the development of the global financial system.
